Meet Our Board Members

Rev. Dr. Randall Craker
Chairman of the Board
Nampa, ID

Rev. Dr. Randall “Randy” Craker, BA Northwest Nazarene University, M.Div., Nazarene Theological Seminary, has served the Church of the Nazarene as a pastor, District Superintendent, Chairman of the Board of Northwest Nazarene University, and on the General Board where he currently is Chair of the Global Education and Clergy Development Committee. Randy has traveled to Haiti, Venezuela, Trinidad, Romania, Mozambique, Russia, Kazakhstan, China, and Bangladesh for Work & Witness trips – 25 in all. Many of these have included teaching in the course of study for ordination. He and his wife mobilized multiple W&W teams as the “Mozambique Miracle” that helped build seven buildings on the campus of Seminario Nazareno em Mocambique with subsequent spin offs of local church buildings and of “Roofs for Africa”. He makes his home in Nampa, Idaho, but currently serves as Interim Pastor at Meridian, Idaho, Church of the Nazarene. Randy continues to serve on the General Board and seeks to mentor young men and women in ministry wherever he can.

Rev. Dr. Margaret Scott

Rev. Dr. Margaret Scott, President, is a retired Nazarene global missionary educator with 34 years of service abroad in Africa, Eurasia and South America. With Mozambican leaders, she co-created a course of study to train pastors with little public schooling that was approved by the International Church in 2001 and has led to the ordination of many leaders. She chaired the regional committee for review of ordination curricula, trained trainers and coached curriculum writers. She earned her doctorate at the University of Pretoria. Retiring to Washington State, she served as Director of Nazarene Compassionate Alliance Northwest, a network of compassionate ministries, and as Mentor Coach on the District Board of Ministry. She now serves as Vice President of the Nazarene Mission Council on New England District.

 
Rev. Dr. Randy James
Vice-Chair of the Board

Rev. Dr. Randy James holds an MA in Biblical Literature from Trevecca Nazarene University, M.Div. in Pastoral Ministry from Union University and a Doctoral degree in Church Administration from Trinity Theological Seminary. He has pastored for 32 years in Indiana, Kentucky, Tennessee, Florida and West Virginia.  He also served as a missionary at the Africa Nazarene University in Nairobi Kenya for 3 years, as Director of Spiritual Development, Chaplain and professor. He currently serves as a Transitional Interim Pastor Service (TIPS) Pastor for New Church Specialties.

Rev. Lisa Morrison
Director of Research and Development
Ludlow, MA

Lisa has served in multiple pastoral positions in the Church of the Nazarene, and currently is the Lead Pastor of Faith Community Chapel in Ludlow, MA. She also teaches pastoral ministry courses for Nazarene Bible College. She has taught in the Religion, Communication and Adult Studies Departments at Eastern Nazarene College. She served as Executive Director and Education Director for Reynolds Institute (District Training Center for the New England District). She was a Guest Lecturer at Nazarene Theological College – South Africa in 2015. Upon completion of her time at NTC-SA, God called her and one of her students to embark on a journey for her student to receive her Bachelor of Religion degree from ENC and her Master in Old Testament from Nazarene Theological Seminary, which was completed in 2021, and now her student is the Academic Dean at NTC-SA.

Dr. Sharon Bull

Dr. Sharon Bull had a 42 year career as an academic librarian working at Canadian Nazarene College (now Ambrose University), Point Loma Nazarene University, Eastern Nazarene College, and Northwest Nazarene University. A sabbatical in 2006 provided the opportunity for Sharon to visit several Nazarene institutions in Africa and to assess the libraries. In 2016 the International Board of Education for the Church of the Nazarene sponsored the use of OPALS, an automated library system, for the global institutions and Sharon led the first team which travelled to Eswatini and trained individuals from South Africa, Eswatini, Mozambique and Malawi. Since her retirement in 2017, she has been coordinating the library training and has visited libraries in Argentina, Australia, Costa Rica, England, South Africa and Kenya.

Mrs. Lauralee Nothstine

Mishawaka, IN

Lauralee Nothstine is a retired Nazarene global missionary who served 32 years  on the Africa Region at the Swaziland Nazarene Bible College in Siteki Swaziland and on the island of Madagascar.  Most of her years of service involved financial record keeping.  She is a graduate of Bethel College (University), Mishawaka IN with a BS in Elementary Education.  Lauralee worked in the Olivet Nazarene Library for 12 years after retiring from her missionary assignment.  She did missionary deputation scheduling for the Chicago Central District for 9 of those years.  Lauralee and her huband, Tom, reside in their home town of Mishawaka IN.   

Rev. Pat Crane

Rev. Pat Crane’s education includes an Associates in Business, a Bachelors in Christian Education from Nazarene Bible College in Colorado Springs, CO, a certificate in Christian Counseling also from NBC and a certificate in grief counseling from the American Institute of Healthcare Professionals. She is an ordained Elder on the Washington Pacific District and currently serves as associate pastor at the Federal Way, WA church.  In her non-pastoral work, she has over 30 years experience as a Buyer, Administrative Assistant, Executive Assistant and Project Coordinator in various industries – banking, education, and healthcare.  She and her husband Dale together have three adult daughters and a plethora of grandchildren.

Rev. Fred Otto

Rev. Fred Otto, Bookkeeper, is a retired Nazarene global missionary with 28 years in service as a high school science teacher, school administrator, Mission Director in Swaziland, Field Director in East Africa, Ministries Coordinator in West Africa, and Regional Finance Coordinator. Rev. Otto received his BSc in Physics from Colorado State University, Pueblo, CO, and MA in Christian Education from Nazarene Theological Seminary. He was commissioned in the US Army in 1973, serving four years as a Computer Systems Analyst. Currently co-pastoring a Nazarene church in southeast Arizona with his wife Donna, the Otto’s reside in Sierra Vista, AZ.

Rev. Dr. Ken Walker

Rev. Dr. Peter Ken Walker, President Emeritus, is a retired Nazarene global missionary who served 33 years in education and church leadership as teacher and principal of Nazarene Teachers College and Nazarene Bible College in Swaziland, Director of Africa Southeast (Lusophone) Field, Africa Regional Education Coordinator, and Interim Caribbean Regional Education Coordinator.  Currently pastoring Family Fellowship Church of the Nazarene in Palmyra, IN, Dr. Walker and his wife and ministry partner, Linda, are both graduates of Trevecca Nazarene University and reside in Ramsey, IN.

Rev. Thomas Nothstine

Rev. Thomas Nothstine Tom pastored churches in Indiana, Michigan, Arkansas prior to overseas assignment. He and his wife Lauralee are retired Nazarene global missionaries, serving for 32 years on the African region. Nineteen years in Swaziland, (eSwatini), as educator, Academic Dean, Chairman of the Degree Program at Nazarene Bible College Swaziland and as Mission Director for the Church Growth and Evangelism Council. In Madagascar for thirteen years he established a Theological Education by Extension program, directed Nazarene Compassionate Ministries International, (Madagascar), and developed a street kids ministry center. He holds a BA, from Bethel University, and M.Div., and MA.Missiology from Nazarene Theological Seminary. In retirement the Nothstines have enjoyed eight Work and Witness trips, interim pastoring, pulpit supply and leadership in CLA (Christian Literature for Africa). They reside in Mishawaka, IN.

Rev. Dr. Daryll Stanton

Daryll Stanton has a MA in Theology from Olivet Nazarene University, a MA in Missions from Nazarene and a Doctor of Education from California Coast University. He has been involved in pastoral ministries since 1971, was ordained as an Elder in the Church of the Nazarene in 1977 and served as a senior pastor as well as in children’s ministries, youth ministries, educational and medical chaplaincy. He and his wife have served as missionaries for 36+ years in Africa, planting numerous new churches and several new districts as well as teaching and mentoring church leaders. He currently serves the Church as the Global Resourcing Coordinator in the Sunday School and Discipleship Ministries at the Nazarene Global Ministries Center    

Rev. Hilbert O. Miller

Rev. Hilbert O. Miller is a retired Nazarene global missionary with 35 years as teacher and Principal of both the Malawi Nazarene Theological College in Lilongwe, and of Arthurseat Trade School, in South Africa. Upon the loss of his wife of 50 years, Rev. Miller expressed his concern to Dr. Walker about the college and university student dropout rate in Africa, especially during the Junior and Senior years, and his desire to raise funds to assist students for service and ministry to the church and to the nations of Africa. Rev Miller received a BA from Olivet Nazarene University and MA from Northern Illinois University. Currently Managing Partner of the Pennsylvania Chapter, Rev. Miller has enjoyed fundraising and promoting the blessings of scholarship with his core group during the past seven years. He co-serves with his wife Sadie as NMI President at the Mosaic church and resides in Chambersburg, PA. He remains passionate for the spiritual needs of people wherever he is.

Mr. David Boblitt

Mr. David Boblitt, IIPLS. Managing Partner of Indiana and Kentucky Chapters, resides in Odon, IN. Indiana Managing partner, David Boblitt II PLS – Indiana & Kentucky. Dave has an Associates Decree form Vincennes University with additional classes at Purdue University, Anderson Campus. Currently working as Professional Land Surveyor and Project Manager for Kapur & Associates, he has 30 years of experience in boundary work as well as construction staking. He ran his own company, twelve years and designed and built his own home. Dave was involved with three local projects, three Work & Witness projects (2 trips to Africa and 1 to Belize) with EDUF and one Work & Witness to the Southwest Native American district with the church of the Nazarene. He served on the Local Church Board as Trustee for ten years, and youth president for 6 years. Dave has a Local Lay Ministers License and was awarded the God and Service Award for work with youth in the church and the Boy Scouts of America.

Mr. Frank Hallum

Mr. Hallum is a retired banking and credit union executive who served as a public school teacher and in the US Army.  Mr. Hallum earned a BS from Olivet Nazarene University and an MBA from Florida Technical University.  An early member of EDUF, Mr. Hallum is managing partner of the Florida chapter, and resides in Titusville, FL.

Rev. Dr. Tammy Carter-Lickteig

Kansas City, MO

Tammy Carter serves as administrative director for Global Education, Church of the Nazarene. She holds a PhD in education from Capella University, an MDiv from Nazarene Theological Seminary and is an ordained elder in the Church of the Nazarene. Tammy’s years of practical experience as a pastor, cross-cultural church planter, director of non-profits and higher education experience inform her passion for international Christian education, urban ministry, big picture collaborative projects, and just about anything creative. Tammy’s Global Education projects include leading the Wesleyan-Holiness Digital Library development team, coordinating the deployment of vital systems to Nazarene schools internationally, and initiating a variety of resource collaborations for international education. She also pastors Kansas City’s Summit View Church of the Nazarene.

Mr. Jeff Hitchcock, Jr
Board Intern

Mr. Jeff Hitchcock, Jr. is a Learning & Development manager for a global transportation management company operating the commuter rail contract in Boston. Prior to transitioning to the education space, he worked as a mechanic maintaining vehicles from motorcycles to trucks to airplanes and everything in between.

Africa has been on his heart for several years starting with a miraculous trip to Uganda in 2019 to visit a teenager named Regan he and his wife sponsor through Compassion International and leading a Work & Witness team to Africa Nazarene University in 2023.

Jeff has been an active member and board member of Lowell First Church of the Nazarene for decades. He enjoys teaching children’s Sunday school and Caravan. His educational background consists of completing certificates at multiple post-secondary technical trade schools, an undergrad degree in teaching, and more recently completing a graduate degree in designing instruction and instructional systems.

Dr. Carol Rotz
Interim Vice-Chair
An educator for over 30 years, Carol has a BA in Christian Education from Northwest Nazarene University a BTh from Ambrose College, MA in Religion from Olivet Nazarene University, MA in Theology from University of Port Elizabeth and D. Litt. et Phil. in New Testament from University of Johannesburg.

 

She taught full time at Nazarene Theological College in South Africa, at Africa Nazarene University in Kenya, Melanesian Nazarene Bible College in Papua New Guinea and Northwest Nazarene University in the USA. She has been a guest lecturer in The Philippines, South Africa, India and Sri Lanka.

 

She is a founding member of the South Africa Academy of Religion and Sociedad Wesleyana. She wrote the commentary on Revelation for the New Beacon Bible Commentary.

 

She is now retired and continues to teach and mentor on the Intermountain District

Mr. Joel Erland Scott

Mr. Joel Scott has served in various capacities in the Church of the Nazarene and is currently working as design build consultant. Raised between world cultures as an American missionary kid to Portugal and Romania as a youth, he studied at Point Loma Nazarene University and graduated from European Nazarene College, learning about art, the Christian faith and the varieties of experience in the global Church.   Serving in Mozambique as a Nazarene in Voluntary Service, he helped in construction on the campus in Maputo and was part of the team preparing pastoral training materials for printing. He returned to the US to start a design fabrication consultancy in 2005. This has allowed him the flexibility to manage projects from the Eastern seaboard—focusing on the built environment. He has designed, fabricated and installed hundreds of products including dozens of architectural artworks in civic and community buildings. He has been a guest lecturer in both design and public art at UPenn, University of the Arts, and other colleges and universities.    He serves on the property committee of North Street Community Church, Hingham, MA, and regularly supports the development of housing projects with Friends of the Homeless of the South Shore. A lifelong learner, Joel is committed to helping the mission of EDUF in developing nations.
